SEPA McCain Foods New Wastewater Teatment Facility



Pursuant to RCW 43.21C.080, notice is hereby given that Adams County has issued a Determination of Non-Significance (DNS) for an application seeking approval of a new wastewater treatment facility and an expanded discharge application, submitted by Jeremy Hopkins for McCain Foods USA Inc. McCain Foods is seeking to replace their existing Wastewater treatment plant (WWTP), by building a new WWTP

on what is currently 2 parcels and accessed from a third (see map). Lots 1 (Parcel Number 2100490030200, 105.2 acres) and Lot 2 (Parcel Number 2629330320175, 97.11 acres) will be consolidated to allow for the plant to be placed into the preferred location, minimizing environmental impacts. Lot 3 (Parcel Number 2629280120001, 160 acres) will require some improvements to the 1.1-mile private road access extending from McManamon Road. See site maps for location.

The main components of the WWTP proposal includes:

  • Factory Collection and Pumping
  • Transmission Pipe
    • Gravity Effluent to the WWTP- Approx. 24" diameter
    • Biogas Return to Main Plant - Approx. 12” diameter
    • Effluent Pressure Main- Approx. 18" diameter
    • Potential Water Main
    • Potential Gas Main
  • Site Piping Ranging from 12“diameter to 24" diameter
  • Screenings Building and Headworks
  • Covered Anaerobic Lagoon (CAL)
  • Aeration Basin with Anoxic Denitrification Zone
  • Secondary Clarifier
  • Effluent Pumping
  • Expansion of the Waste Water Discharge Permit to add 4,000 additional irrigated lands suitable to accept the anticipated waste water

The storage lagoon is still expected to hold the 423 million gallons of waste water from the new Plant expansion, and will continue to apply waste water between March -November.

Pursuant to WAC 197-11-350, Adams County will not act on this proposal for 14 days from September 19, 2019, the date of first publication.  Timely comments on this threshold determination must be received no later than 4:30 p.m. October 3, 2019.

An open record hearing has been set to go before the Adams County Board of Adjustments on Tuesday October 22, 2019 at 7:00 P.M in the District Court Room: Located in the Adams County Services Building at 425 East Main Street, Othello, Washington 99344.
